De Amerikaanse Commonwealth Foundation (CF) for Public Policy Alternatives heeft gisteren een 12 pagina’s tellend document gepubliceerd waarin ze verzoeken om een onafhankelijk onderzoek in te stellen naar het handelen van Michael Mann. De in 1987 opgerichte denktank heeft in haar missie staan: “an independent, non-profit research and educational institute that develops and advances public policies based on the nation’s founding principles of limited constitutional government, economic freedom, and personal responsibility for one’s actions.”

Penn State University, de universiteit waar Mann in 2005 professor is geworden en waar hij tenure heeft, heeft eerder al aangekondigd de zaak te onderzoeken. De CF neemt daar echter bij voorbaat geen genoegen mee omdat ze een overduidelijke belangenverstrengeling zien:

While PSU is to be commended for recognizing that Climategate is a serious matter and that an investigation into Michael Mann’s conduct is warranted, the investigation constitutes a conflict of interest for the university. Mann’s climate work brings enough visibility, prestige, and revenue to PSU to legitimately call into question the university’s ability to do a thorough and unbiased investigation.
To avoid this glaring conflict of interest and ensure that the investigation of Mann is credible, the Pennsylvania General Assembly [de overheid, red.] should commission an external and independent investigation into Mann’s potential scientific misconduct.

Wegman en NAS Panel
Ik ben geneigd hen gelijk te geven. We zagen eerder bij het NAS Panel en het Wegman rapport dat Wegman, een statisticus die veel verder van het vuur zat, zich veel kritischer uitliet over de hockeystick en Mann c.s. dan het NAS Panel, waarin een paar ‘collega’s’ van Mann zaten, waaronder Doug Nychka.

Hier wil ik verder niet speculeren over het onderzoek van Penn State maar een aantal fragmenten vermelden uit het door de CF gepubliceerde document, waarin ze proberen duidelijk te maken dat Mann zich schuldig heeft gemaakt aan wetenschappelijk wangedrag. Hierbij lijken ze zich overigens te vergissen in de chronologie van de gebeurtenissen. Zo schrijven ze dat it was during Mann’s tenure at PSU (since 2005) that he stonewalled efforts to obtain and review the hockey stick data and analysis, and has viciously attacked those making such inquiries. Dit klopt volgens mij niet. Het aanvragen van data door McIntyre gebeurde eerder. McIntyre heeft regelmatig verklaard dat Mann lang niet de ergste was van het Hockeyteam als het ging om het beschikbaar stellen van data.

Het cruciale punt bij de hockeystick was de ‘fout’ die Mann maakte in de Principal Component Analysis en die als gevolg had dat bristlecone pines uit Californië de hele reconstructie gaan domineren. Een (per ongeluk) door Mann vrijgegeven map getiteld ‘censored directory’ liet zien dat Mann de berekening met en zonder bristlecone pines gedaan had en dat hij dus wist dat zijn eindresultaat hier vanaf hing. Mij lijkt het dat dat het dichtst bij wetenschappelijk wangedrag in de buurt komt.

Mann door de ogen van collega’s
Hoe dan ook heeft de CF een aantal interessante zaken op een rijtje gezet. Eerst laten ze zien dat zelfs collega’s zich erover verbazen dat Mann zijn eigen werk niet objectief wil onderzoeken:

The Soon & Baliunas paper couldn’t have cleared a ‘legitimate’ peer review process anywhere. That leaves only one possibility–that the peer-review process at Climate Research has been hijacked by a few skeptics on the editorial board. And it isn’t just De Frietas, unfortunately I think this group also includes a member of my own department…
The skeptics appear to have staged a ‘coup’ at “Climate Research” (it was a mediocre journal to begin with, but now its a mediocre journal with a definite ‘purpose’).

It seems to me that this “Kinne” character’s [Dr. Otto Kinne is the president of the foundation which publishes the journal Climate Research among other titles] words are disingenuous, and he probably supports what De Freitas is trying to do. It seems clear we have to go above him. I think that the community should, as Mike H has previously suggested in this eventuality, terminate its involvement with this journal at all levels–reviewing, editing, and submitting, and leave it to wither way into oblivion and disrepute.

What a shame that would be. It’s one thing to lose “Climate Research”. We can’t afford to lose GRL. I think it would be useful if people begin to record their experiences w/ both Saiers and potentially Mackwell (I don’t know him–he would seem to be complicit w/what is going on here).
If there is a clear body of evidence that something is amiss, it could be taken through the proper channels. I don’t that the entire AGU hierarchy has yet been compromised!

Verkeerde handen
De volgende categorie is fouten waarvan Mann zelf op de hoogte is maar die hij liever niet in ‘verkeerde handen’ (de sceptici) ziet komen.

Peer review
In de volgende reeks fragmenten is te lezen hoe Mann als editor van de Journal of Climate heel goed weet door wie hij een ingediend artikel moet laten reviewen. Gevolg is dat de review nog dezelfde dag binnen is, uiteraard met een goedkeuring.

Na het uitbreken van climategate ontkende Mann dat hij het advies had opgevolgd. Tja, kan iemand bij Penn State dat in ieder geval even controleren? Maar los daarvan blijkt uit zijn antwoord dat Mann het verzoek van Jones op dat moment volstrekt vanzelfsprekend vindt. Na climategate neemt hij tijdens een radio-interview voor de BBC opeens afstand van Jones’ uitspraken. Het is alsof Mann al weet dat Jones helemaal niet meer zal terugkomen op het strijdtoneel en dat hij daarom zijn vege lijf mag redden door Jones voor gek te verklaren

“I can’t justify the action, I can only speculate that he was feeling so under attack that he made some poor decisions frankly and I think that’s clear.”

Ik weet niet of alle voorbeelden hierboven genoeg zijn om Mann te veroordelen voor wetenschappelijk wangedrag, ook weet ik niet wat voor sanctie erop zou moeten staan. Maar het heeft allemaal bitter weinig meer met ‘normale’ wetenschap te maken.
