COP17 begint vandaag in Durban, Zuid-Afrika en dan is het leuk om nog eens terug te denken aan die woelige dagen in november 2000 toen COP6 in ons eigen Den Haag plaats had. Daar is ook alle reden toe want de Climategate 2.0 e-mail batch bevat tenminste 1 zeer onthullende e-mail over de wijze hoe taartgooiers, hippie-demonstranten, big industry, big environment, big government, de VN en natuurlijk ook Jan Pronk (zie foto onderaan) eendrachtig samenwerkten aan hun zoals we nu weten luchtledige ideaal.

Wat lezen we allemaal in een lange evaluatie van COP6 van ene Tom Jacob (zie recente pdf) die tot op de dag van vandaag als government affairs manager lobbiet in dienst van chemiereus Dupont?

Onder de geadresseerden van deze e-mail zijn vrijwel uitsluitend wetenschappers en enkele mensen van de VN en van de wereldbank. Mike Hulme krijgt de mail. Schellnhuber van PIK Potsdam natuurlijk. En ook Pachauri. Enige Nederlander hierbij is Edwin Woerdman, een rechtseconoom in Groningen die is gespecialiseerd in het (on)recht van het Europese Emission Trading Scheme. Een believer en tegenpool dus van onze eigen Richard Tol.

In The Hague, we saw for the first time organized disruption of the conduct of negotiation and publicly staged confrontations. While organized and deeply committed environmental activism has long been an important part of the UNFCCC process through major groups suchas NRDC, EDF/ED, WWF and Greenpeace, they have operated within the structure as constructive participants in the policy-setting process, along with industry.

At The Hague, this “inside” role was supplemented by hundreds of young, relatively naïve demonstrators brought in specifically to energize the environmental presence and confront the process. Even some within the ranks of the more established participants — while disavowing the takeover of the negotiating room — saw fit to publicly offer Minister Pronk and the UNFCCC Secretariate a veiled threat of “Seattle” if the process failed to deliver.

In the context of this resurgence of “environmental fundamentalism” it is also interesting to contrast the dynamics of the final give-and-take between the US and the EU in The Hague.

Duurzame taartglazuur
Waar het hier om gaat is gewoon eens achter de schermen te kijken van hoe er binnen het milieuindustriële complex over dit soort dingen wordt gecommuniceerd. Duidelijk is dat iedereen elkaar nodig heeft. Al was het omdat de gegooide taart geglazuurd was met een duurzame glazuur van DuPont zullen we maar zeggen. Nee, ik laat iedereen graag zelf beredeneren hoe ziek dergelijke belangenverstrengelde cirkels zijn. En dat die actievoerders niet eens snappen dat ze door dezelfde mensen worden beetgenomen op het punt waarvoor ze demonstreren. De klimaathoax dus.

In plain English, “sustainable development” is a euphemism for a managed society. Management of the new globally sustainable village, of course, is vested in the United Nations, and administered by national agencies which we once recognized to be sovereign nations.

The Kyoto Protocol, now in the final stages of negotiation here in the Hague, is, as French President, Jacques Chirac told the delegates, “the first component of an authentic global governance.”

Despite this admission, the Clinton/Gore administration continues to push for full implementation of the Protocol. A cadre of liberal Senators and Congressmen are also pushing for final approval. The year 2000 has been targeted by the United Nations as the turning point in history – the point beyond which there is no turning back for the long-held dream of global governance.

This is the year. The Kyoto Protocol is the first “authentic component.” For all practical purposes, the success of the U.N. will be determined by who moves into the White House next January. Should Al Gore continue the current administration, global governance will surely advance. Should there be a change, there is still a chance that it can be slowed, if not stopped completely.
