Volgens de via Natura 2000 doorgedrukte Ospar-verdragen, én het Integraal Beheerplan Noordzee 2015 is iedere vorm van eutrofiering in de Noordzee verboden die ‘mogelijke algenbloei kan bevorderen’. Ookal is eutrofiering in de Noordzeekustzone nooit een probleem geweest, en had de fosfatering van de Noordzee in de jaren ’70 en ’80 grote voordelen als verhoging van visproductie, via hogere primaire en secundaire productie. Zelfs een fosfateringsexperiment volgens het Boddeke Hagelplan is volgens Henri Kool van het Ministerie van ELI al uit den boze.

Algenbloei stimuleren voor ‘redden klimaat’mag wel
Maar als je het klimaat wilt redden- versmald tot CO2-reductie en universitaire bezigheidstherapie- is ineens alles geoorloofd. Dan publiceer je in Nature een artikel als ‘Deep Carbon Export from a southern Ocean iron fertilized diatom bloom’, van Victor Semtacek over het toevoegen van ijzer in de Zuidelijke Pacific om massale algenbloei te stimuleren.

Great blooms of oceanic algae, called phytoplankton, take carbon out of the atmosphere during photosynthesis, much of which is then taken deep into the ocean with them when they die. Scientists have theorized that this mechanism helped cool the earth during historic ice ages by removing carbon dioxide from the atmosphere and storing it at the ocean floor, where it cannot be recycled back into the atmosphere. Inducing algal blooms on a large scale could do the same today, reducing the impact of carbon dioxide on the greenhouse effect and slowing the impact of global climate change.

De visserijbioloog Dolf Boddeke en chemicus Paul Hagel moeten hun plan dus gewoon herverpakken tot de academische mainstreamboodschap om geld los te trekken bij de overheid. Het fosfateren van de kustzone is goed voor ‘het klimaat’ en dan krijgen ze zo subsidie los.
