Zoals bekend worden de rapporten van van het VN-klimaatpanel (IPCC) in het algemeen beschouwd als de gouden standaard van de klimatologie. Zoals hier vaak wordt betoogd: geheel ten onrechte! Maar wat weersextremen betreft zijn de mainstream en klimaatsceptici het met elkaar eens.

Maar politici en media pretenderen het beter te weten dan het IPCC indien dat in hun kraam te pas komt en zij de klimaathysterie nog eens extra willen aanwakkeren. Dat gebeurde de laatste weken weer herhaaldelijk door een verband te suggereren tussen weersextremen, zoals de orkanen die onlangs het Caraïbisch gebied en de VS hebben getroffen, en de opwarming van de aarde (die overigens sinds 1998 stagneert – de ‘hiatus’). Net als veel andere ellende zouden weersextremen (mede) worden veroorzaakt door de menselijke uitstoot van broeikasgassen.

Maar wat heeft het IPCC daar zelf over geschreven? Horst-Joachim Lüdecke (woordvoerder van EIKE) heeft het voor ons op een rijtje gezet. Zie hier.

Ze zijn in het meest recente assessment report (AR5) van 2013 hier te vinden. Relevant is Hoofdstuk 2.

Tropische Stormen en hurricanes: [IPCC 2013, AR5, WG1, Hoofdstuk 2.6, blz. 216]:

No robust trends in annual numbers of tropical storms, hurricanes and major hurricanes counts have been identified over the past 100 years in the North Atlantic basin.”

Tropische cyclonen: [IPCC 2013, AR5, WG1, Hoofdstuk 2.6, blz. 216]:

“Current datasets indicate no significant observed trends in global tropical cyclone frequency over the past century and it remains uncertain whether any reported long-term increases in tropical cyclone frequency are robust, after accounting for past changes in observing capabilities.”

Niet-Tropische cyclonen: [IPCC 2013, AR5, WG1, Hoofdstuk 2.6, blz. 220]:

“In summary, confidence in large scale changes in the intensity of extreme extratropical cyclones since 1900 is low. There is also low confidence for a clear trend in storminess proxies over the last century due to inconsistencies between studies or lack of long-term data in some parts of the world (particularly in the SH). Likewise, confidence in trends in extreme winds is low, owing to quality and consistency issues with analysed data.”

Droogten: [IPCC 2013, AR5, WGI, Technical Summary, blz. 50]:

”There is low confidence in a global-scale observed trend in drought or dryness (lack of rainfall), owing to lack of direct observations, dependencies of inferred trends on the index choice and geographical inconsistencies in the trends.”

Alsook in [IPCC 2013, AR5, WGI, Hoofdstuk 2.6, blz. 215]:

In summary, the current assessment concludes that there is not enough evidence at present to suggest more than low confidence in a global scale observed trend in drought or dryness (lack of rainfall) since the middle of the 20th century, owing to lack of direct observations, geographical inconsistencies in the trends, and dependencies of inferred trends on the index choice. Based on updated studies, AR4 conclusions regarding global increasing trends in drought since the 1970s were probably overstated. However, it is likely that the frequency and intensity of drought has increased in the Mediterranean and West Africa and decreased in central North America and north-west Australia since 1950.”

Overstromingen: [IPCC 2013, AR5, WGI, Technical Summery, blz. 112]:

”There continues to be a lack of evidence and thus low confidence regarding the sign of trend in the magnitude and/or frequency of floods on a global scale over the instrumental record.”

Hagel en onweer: [IPCC 2013, AR5, WGI, Hoofdstuk 2.6, blz. 216]:

“In summary, there is low confidence in observed trends in small-scale severe weather phenomena such as hail and thunderstorms because of historical data inhomogeneities and inadequacies in monitoring systems.”

En ten slotte vat het IPCC samen: [IPCC 2013, AR5, WGI, Hoofdstuk 2.6, blz. 219]:

“There is limited evidence of changes in extremes associated with other climate variables since the mid-20th century.”

Maar, zoals opgemerkt, politici en media leggen voortdurend het verband tussen weersextremen en opwarming (die sinds 1998 stagneert).

In zijn recente speech voor de VN kon zelfs premier Rutte niet nalaten dat verband te leggen. Ik citeer:

The destruction caused by Harvey in Texas and the floods in Asia show that water issues have only become more urgent in the last five years. The impact of climate change on the water cycle is brought home to us every day, all over the world, sometimes violently. The people of St Maarten in the Caribbean part of the Kingdom are still struggling to cope with the devastation caused by Hurricane Irma.

The UN predicts that by 2050, 200 million people will have become displaced because of climate change. …

Bij mijn weten heeft UNEP in 2005 voor het eerst gewag gemaakt van 50 miljoen klimaatvluchtelingen, die rond 2010 op drift zouden zijn geraakt. Gelukkig werd dat schrikbeeld niet bewaarheid. Men heeft er geen één kunnen traceren. Het betrokken rapport verdween van de website. Maar het sprookje wordt nog steeds gerecycled.

Van een speechschrijver mag toch worden verwacht dat hij de feiten controleert en zijn baas – die met de huidige formatie wel wat anders aan zijn hoofd heeft – niet van dat soort onzin laat debiteren.
