Wat is er toch gebeurd met de degelijke opleiding van de Franse Énarques?

Waarom profileert de Franse president Macron zich toch als bestrijder van een opwarming van de aarde (eigenlijk: atmosfeer), die alleen maar bestaat in de virtuele werkelijkheid van klimaatmodellen? Zou hij daar werkelijk persoonlijk in geloven? Ik kan het mij nauwelijks voorstellen. Daarvoor lijkt hij mij véél te intelligent.

Wat zou dan de verklaring kunnen zijn? Wellicht dat zijn opstelling ter zake moet worden gezien in het licht van het traditionele Franse anti-Amerikanisme en als een element in het behoud van een brede nationale coalitie om op tal van terreinen de zo broodnodige fundamentele veranderingen in de Franse samenleving en economie te bevorderen. Vanuit dat perspectief gezien is zijn opstelling wel rationeel en begrijpelijk. Maar dit is natuurlijk zuivere speculatie.

Emmanuel Macron has vowed to replace every dollar that is withdrawn from the UN’s climate change programme by Donald Trump.

The French President told a UN climate summit in Bonn, Germany, that France would step in to cover the cost of US contributions to the Intergovernmental Panel on Climate Change (IPCC) that Mr Trump has said he will withdraw.

“I can guarantee that, starting in 2018, the IPCC will have all the money it needs and will continue to support our decision-making,” he said. “It will not miss a single euro.”

“We need scientific information that is constantly nourished to ensure clear decision making. The IPCC is one of the major components of this work.

“However, it is threatened today by the decision of the US not to guarantee funding for it. Therefore, I propose that the EU replaces the USA, and France will meet that challenge.”

The US currently contributes around €2 million (£1.8 million) a year to the IPCC.

However, Mr Trump has pledged to pull the US out of the 2015 Paris Agreement and other international climate change initiatives. He also plans to promote coal and other fossil fuel industries.

In his speech, Mr Macron also called for an EU tariff on goods imported from countries or companies that do not share its climate goals, and pledged to work to raise the cost of carbon within the EU to €30 a tonne.

Maar zal Macron ook het verloren Amerikaanse aandeel in de (hypothetische) jaarlijkse $ 100 miljard klimaathulp aan minder ontwikkelde landen voor Franse rekening nemen? Daar heeft hij – wijselijk – over gezwegen.

Maar wie weet, Minister Wiebes heeft de ambitie geuit om koploper te worden in het internationale klimaatgebeuren. Dus … ? Een kniesoor die daarbij opmerkt dat Nederland nu niet de eerst aangewezene is om deze rol te vervullen omdat het van alle Europese landen qua CO2-uitstootvermindering tot de slechtste leerlingen van de klas behoort.

Zo schreef Gerard Reijn onder de titel, ‘CO2-uitstoot Nederland in 2016 hoogste ooit gemeten. Nederland scoort jaar in jaar uit slechter dan het Europese gemiddelde’, in de Volkskrant:

Nederland maakt zijn naam als de vieze man van Europa opnieuw waar. Afgelopen jaar bleef de uitstoot van het broeikasgas CO2 door de Nederlandse industrie nagenoeg onveranderd, op 94 miljoen ton, het hoogste peil ooit gemeten. Daarmee doet Nederland het opnieuw veel slechter dan Europa. In de Europese industrie als geheel daalde de uitstoot vorig jaar met 3,4 procent tot 1.740 miljoen ton. … Nederland scoort jaar in jaar uit slechter dan het Europese gemiddelde. Sinds 2005 is de Europese uitstoot al gedaald met 25 procent, de Nederlandse steeg juist met 2 procent. …

En wat doet Angela Merkel, de ‘Klimakanzlerin’? Die heeft het moeilijk. Die verkeert politiek gezien in een weinig benijdenswaardige positie.

Merkel: Klimawandel ist «Schicksalsfrage» für die Menschheit.

Die Rede von Kanzlerin Merkel war von vielen Teilnehmern der Klimakonferenz mit Spannung erwartet worden. Sie fand klare Worte und blieb dennoch mit Blick auf die Jamaika-Verhandlungen schwammig beim Thema Kohle.

Bundeskanzlerin Angela Merkel (CDU) hat die Erderwärmung auf der Weltklimakonferenz als «Schicksalsfrage» für die Menschheit bezeichnet. Sie blieb jedoch unkonkret, wie und wann Deutschland aus der sehr klimaschädlichen Kohlenutzung aussteigen werde.

Kohle und insbesondere die Braunkohle müsse einen «wesentlichen Beitrag» zur Erfüllung der Klimaziele leisten, sagte Merkel vor den Delegierten aus 195 Staaten in Bonn. «Aber wie genau das ist, das werden wir in den nächsten Tagen miteinander ganz präzise diskutieren müssen.» Das Thema gehört zu den am heftigsten umstrittenen bei den Jamaika-Sondierungen von CDU, CSU, FDP und Grünen in Berlin.

Mit den bisher beschlossenen Maßnahmen könnten die Ziele des Pariser Klimaabkommens nicht erreicht werden, betonte Merkel. Deshalb bedürfe es unbedingt zusätzlicher Anstrengungen. «Ich will ganz offen sprechen», sagte Merkel, «das ist auch in Deutschland nicht einfach». Sie verspreche aber: «Wir in Deutschland werden uns mühen.» Das deutsche Klimaziel für 2020 sei «ein ehrgeiziges Ziel», zu dem noch «ein ganzes Stück» fehle. Bis 2020 will Deutschland 40 Prozent weniger Treibhausgase ausstoßen als 1990.

Ja, en dan is er nog Polen, dat een pas op de plaats wenst en weigert mee te gaan in de Europese klimaathype. Aangenomen mag worden dat dat voor alle Oostelijke EU-partners (Visegrad-landen) geldt.

Onder de titel, ‘Poland ready for showdown with EU over climate change as Trump sends 74,000 tonnes of coal’, rapporteerde Ross Logan in de ‘Express’:

Poland is on a collision course with EU chiefs over its continued heavy use of fossil fuels, as the country prepares to receive its first shipment of US coal.

Prime Minister Beata Szydło, a fossil fuel advocate, whose father was a miner, has warned MEPs she will “throw it back at them” if they criticise her nation’s carbon consumption at next month’s EU summit.

And that could set the scene for more stand-offs next year, when Poland hosts the next round of UN climate talks.

The EU is playing a leading role in the Paris climate accord, which aims to radically cut global carbon emissions. But Poland, the EU’s biggest coal burning nation, is at odds with Brussels over the targets.

The ruling Law and Justice party are unapologetically pro-mining, a belief shared by US President Donald Trump, who visited the country in the summer and said: “Whenever you need energy, just give us a call.”

Poland has taken the President – who wants to exit the Paris agreement – at his word. This week The Navios Helios, a vessel carrying a 73,616 tonne coal shipment for Weglokoks from Baltimore, is expected to enter the harbour in Gdansk. …

Ironically, next year’s climate conference will be held in the southern city of Katowice – the centre of the coal-producing Silesia region and PGG’s home.

The timing of Warsaw’s new-found fondness for American coal will be a concern to Brussels and the UN as a whole. …

The government of Silesian-born miner’s daughter Szydlo has opposed EU policies to reduce carbon emissions as they set binding targets, but backs the Paris deal as it did not impose specific obligations on signatories.

Kortom, weer veel politiek theater en wensdenken van overheidswege, maar als het op concreet beleid aankomt zien we een heel ander beeld. Overigens … gelukkig maar! Want het is allemaal weggegooid geld.

Er is de laatste tijd veel te doen over nepnieuws. Maar op klimaatgebied zijn de overheden, dan wel door hen gesubsidieerde instellingen, vaak belangrijke bronnen van nepnieuws, dat vaak klakkeloos door de gevestigde media wordt overgenomen. Gelukkig dat vele sociale media, zoals Climategate.nl, wèl betrouwbaar en onafhankelijk nieuws leveren! We zijn daar trots op.
