Sir David King (afbeelding boven) was vroeger wetenschappelijk adviseur van de Britse regering. Thans is hij speciaal vertegenwoordiger voor klimaatverandering van het Britse ministerie van Buitenlandse Zaken. Hij zet zich in – vaak achter de schermen – om de klimaathype levend te houden en overheden en internationale organisaties voor dat karretje te spannen.

Hij schrikt daarbij niet terug voor ondiplomatiek c.q. onbeschoft optreden. Op een van zijn missies, naar de VS, vlak na 9/11, bestond hij het bijvoorbeeld om zijn Amerikaanse gehoor, dat nog in diepe rouw was gedompeld vanwege de terreuraanval op de Twin Towers, voor te houden dat klimaatverandering een grotere bedreiging voor de wereld was dan terrorisme. De Amerikanen waren daar niet blij mee. En de Britse regering besloot daarop Sir David te verzoeken voortijdig terug te keren naar zijn land.

Zijn optreden tijdens een klimaatconferentie in Moskou in juli 2004 biedt een ander voorbeeld van zijn onbehouwen gedrag. Dit is wat Donna Laframboise daarover schreef:

The head of the Russian Academy of Scientists had arranged a scholarly two-day gathering in Moscow so that a dialogue could take place. When Illarionov spoke to the press at the end of that gathering, his comments regarding the behaviour of the scientific delegation from the UK were nothing short of eye-popping.

Having already ratified Kyoto itself, the UK was among those countries keen on persuading Russia to do likewise. According to Illarionov, however, rather than conducting themselves in a manner that would encourage trust in their judgment, the Brits behaved liked boors.

In essence, the UK delegation tried to censor the proceedings. The head of the delegation, Sir David King (then Tony Blair’s top science adviser), insisted that two-thirds of the scheduled presenters should not be allowed to speak and proposed his own agenda, comprised of topics he considered more suitable. Warning that the entire British delegation would walk out if his demands weren’t met, King apparently insisted that his atrocious behaviour was supported by the highest levels of the British government.

When the Russians ignored his ultimatum, some members of the UK delegation apparently then behaved like bullies on four separate occasions – interrupting other speakers, talking for far longer than they were supposed to (thus preventing other people from having a turn at the podium), and leaving the room rather than answering questions posed to them.

Ook James Delingpole heeft het voorval beschreven:

Sir David … has had a bit of a problem with the Russkies ever since they made him look ridiculous at an international climate seminar in Moscow in July 2004 chaired by Putin’s chief economic adviser Alexander Illarionov.

According to Christopher Booker’s The Real Global Warming Disaster, Sir David was horrified to find so many sceptical scientists at the conference and tried, unsuccessfully to have them censored.

Illarianov was appalled by the behaviour of Sir David and his delegation, he wrote afterwards:

“It is not for us to give an assessment to what happened but in our opinion the reputation of British science, the reputation of the British government and the reputation of the title “Sir” has sustained heavy damage.”

That ideological base can be juxtaposed and compared with man-hating totalitarian ideology with which we had the bad fortune to deal during the twentieth century, such as National Socialism, Marxism, Eugenics, Lysenkoism and so on. All methods of distorting information existing in the world have been committed to prove the alleged validity of these theories. Misinformation, falsification, fabrication, mythology, propaganda.

David King is nog steeds actief. Onlangs heeft hij geprobeerd om het IEA onder druk te zetten om aandacht te schenken aan het klimaat en pleitte hij voor ‘ontfossilisering’.

De vraag is of dat nu wel nodig was. Immers de huidige Secretaris–Generaal van het IEA, Fatih Birol, heeft zich in het recente verleden reeds als actieve propagandist van het klimaathype ontpopt. In 2015 bracht het IEA een rapport uit waarin werd gesteld dat toezeggingen die Europa en landen als de Verenigde Staten, Rusland, Mexico en China eind vorig jaar in petto hadden voor het nieuwe klimaatverdrag van Parijs, alsnog in een gevaarlijke temperatuurstijging op aarde van 2,6 graden aan het eind van deze eeuw zouden resulteren.

Zonder veel verdergaand beloften is de veilige grens voor klimaatopwarming al in 2040 bereikt en stijgt de temperatuur aan het einde van de volgende eeuw (2200) door tot 3,5 graden. ‘Daarmee zeggen we gedag tegen de planeet zoal we hem eeuwenlang gezien hebben’, aldus Fatih Birol bij de presentatie van het rapport. Echter, het IEA heeft klimaat niet in zijn mandaat staan en beschikt evenmin over enige deskundigheid ter zake. Maar dat weerhoudt het er niet van om al kersenplukkend daarover paniekverhalen te verspreiden.

Maar wat zijn die scenario’s van het IEA waard? Die zijn  afgeleid van die van het VN-klimaatpanel (IPCC). En we weten inmiddels dat die nog niet eens het verleden kunnen voorspellen, laat staan de toekomst.

Maar kennelijk was dat voor David King nog niet genoeg. Onlangs, in januari,  hield hij een voordracht voor de staf van het IEA alsmede een aantal vertegenwoordigers van de daarbij aangesloten landen.

Onder de titel, ‘Sir David King and the International Energy Agency’, schreef  John Constable daarover:

Sir David King, Special Representative for Climate Change of the United Kingdom’s Foreign & Commonwealth Office, has called on the International Energy Agency (IEA) to make ‘defossilisation’ of the world economy a central part of the way the IEA operates.

Het is zoiets als een verzoek aan de Paus om de verspreiding van de Islam te bevorderen. Immers fossiele energie dekt nog steeds het allergrootste deel van onze energiebehoefte en dat zal nog vele tientallen jaren zo blijven.

Nadat King weer had gewezen op de ernst van het klimaatprobleem en hoog had opgegeven van het resultaat van de klimaattop in Parijs eind vorig jaar (die niet meer dan intentieverklaringen heeft opgeleverd om de uitstoot van CO2 te verminderen en geen verbindende verplichtingen) ging hij in op de wijze waarop de doelen zouden kunnen worden bereikt.

Maar Constable was niet overtuigd:

At this point Sir David turned, with a drum roll as it were, to discuss some of the promising technological avenues available, but, and in common with many similar speeches by others, the weakness of these proposals is quite remarkable. …

After the urgency of the early parts of the speech, with its terrifying prospect of global catastrophe, the pressing need for heroic acts and the great political and financial will driving ahead, the bathos of these concrete exemplars is remarkable. The mountains go into labour, and are delivered of a small litter of laboratory-reared white mice. This all serves as a yet another reminder that the ‘entrepreneurial state’ has a preternatural gift for the picking of candidates promising fair to be losers.

With a sinking feeling many will conclude that while invention and innovation (a distinction not observed in Sir David’s speech) may be agreed to be essential to a low carbon transition, these are unlikely to be efficiently, and perhaps not even successfully created by well-meaning committees of the great and good.

All this suggests that the low carbon transition will in all likelihood be fundamentally unattractive, economically or otherwise, and will require ceaseless governmental coercion, a suspicion that would be confirmed by Sir David’s extraordinary response to Dr Birol’s closing question, “What advice do you have for the IEA?”

“Let me be clear”, Sir David said, “the move towards the defossilisation of our economy [he meant the global economy] has to be reflected in the way the IEA operates, and I’m sure it will be.”

On the contrary, let us hope that Dr Birol and his colleagues at the IEA are not intimidated by such a strangely threatening remark, but strive to fulfill their duties to the taxpayers of the OECD, who provide their funding, by offering objective and fearless comment on the policies that are proposed by the member governments. The last thing that any sensible person would want, though Sir David appears mistakenly to desire it, is for the IEA to become yet another servile element in the policy delivery mechanism.
